History
The LEPL "Digital Governance Agency," operating under the Ministry of Justice of Georgia, was established on July 10, 2020. However, the promotion and development of digital governance principles in public administration has a much longer history within the Ministry of Justice.
The "Digital Governance Agency" was created as a result of the merger of two LEPLs under the Ministry of Justice — "Smart Logic" and the "Data Exchange Agency." These organizations, in turn, had existed under the governance of the Ministry of Justice since 2010 and contributed to the development of e-governance, data exchange infrastructure, the implementation of electronic services, as well as information and cyber security in the country.
The LEPL "Digital Governance Agency" is committed to conducting its activities using an ecosystem based on information and communication technologies (data exchange infrastructure, a unified digital government gateway, electronic services) and to achieving a form of governance based on Digital Trust.
The Agency aims to ensure the secure and efficient delivery of state electronic services to citizens, businesses, and the non-governmental sector based on the "one-stop-shop" principle; to achieve interoperability of information, information systems, and technologies between state organizations and the private sector; and to ensure the secure exchange of data, which contributes to the improvement of public governance and increased efficiency of public administration.
The main goal of the LEPL "Digital Governance Agency" is the development of digital governance in public administration. At the same time, the Agency is committed to ensuring the implementation of information security policy; introducing modern information and communication technologies into state operations and, through them, supporting the proper functioning of the state.
The Agency's functions are mainly defined in three directions:
Digital Governance;
Information and Cyber Security;
Information Technology Support.
Digital Governance — a form of public administration that involves improving the traditional form of governance through the use of information and communication technologies (ICT) and the digital transformation of decision-makers' actions, in line with the national plan and strategy for the country's further development. The goal of digital governance is singular: to simplify the process of interaction between citizens, businesses, and the state, to make it more flexible, transparent, and efficient, and to eliminate bureaucratic barriers as much as possible. The most tangible example of digital governance is electronic services. Through electronic services, a qualitatively new form of relationship is established between the state and the citizen (State2Citizen) and between the state and business (State2Business), based on the principles of a better life.
Information Security — ensuring the protection of an organization's most valuable asset — information — when operating with information and communication technologies.
The LEPL "Digital Governance Agency" develops information security policy; conducts information security audits of public organizations; studies and issues relevant recommendations regarding the implementation and enforcement of information security policy in critical information system entities; organizes training cycles; carries out certification of information security managers and maintains the corresponding catalog.
Cyber Security: ensuring the security of interconnected information and communication technologies. It is a part of global security, the protection of which, under the provisions of the North Atlantic Alliance, is equated with the protection of land, air, and maritime domains.
The LEPL "Digital Governance Agency" administers the cyber security direction through the Governmental Computer Emergency Response Team (CERT-GOV-GE). The team's mission is the registration, analysis, and prevention of cyber incidents in the public sector (except for military agencies and those responsible for state secrets) and the private sector. The team is part of the international network of CERTs (Computer Emergency Response Teams); it organizes cyber security awareness-raising and educational events (CyberEXE — cyber exercises, the "CyberCube" cyber olympiad, CyberClass, trainings, and more).
Information Technology Support — this direction is carried out by the Agency's Server and Network Infrastructure and Technical Support Department. Their main tasks are the management and implementation of the unified data exchange system (infrastructure); establishing a unified data exchange standard; developing the interoperability framework for electronic data and electronic services and supporting its implementation; the implementation and monitoring of the unified state "cloud system," and more. Several dozen agencies are connected to the Agency's infrastructure, and the number of transactions exceeds 100 million annually.

Unified Electronic Services Portal — My.gov.ge
A unified web portal of digital services available in the public and private sectors, hosting more than 650 electronic services (the number of services is constantly growing).
Portal users can electronically request public information from various state agencies, fill out applications to receive various services, apply a qualified electronic signature/stamp if needed, send the completed application to the addressee, and receive a response through the portal, among other functions.
Unified Governmental Open Data Portal — www.data.gov.ge
The portal publishes data held by administrative bodies in accordance with the principles of transparency and the "one-stop-shop" approach. The data is structured, readable, and usable by any interested party for creating various types of products and services (e.g., mobile applications). Open data on the portal is published and systematically updated in machine-readable format.
Unified State Registry of Information Portal — www.roi.gov.ge
The portal was created in 2014 to avoid duplication of registries, databases, services, and information systems existing in public institutions in the field of information technology.
Electronic Domain Management System — gov.ge
The system was created in 2014, making the service free and automated for state organizations, which significantly accelerated the processes of domain registration and management.
Other Projects
The LEPL "Digital Governance Agency" manages and develops such crucial projects as the "Criminal Case Management Program," the "Unified State Cloud System," the "Unified Operator Workstation System for the Public Service Hall," "Just Drive" for the Public Service Hall, the Foreign Trade Bilateral Relations Portal (IERG) for the Ministry of Economy and Sustainable Development, the IDP Property Declaration Module for the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs, a service platform for the LEPL "National Agency for Non-Custodial Sentences and Probation," software for the Chamber of Notaries, the "Smart Doc" software for the Ministry of Justice, and more.
As of today, the LEPL "Digital Governance Agency" provides more than 40 different types of services and delivers reliable and qualified services to dozens of private and public institutions.
